TML was project manager of the ASSESS report, which provided scientific support to the European Commission for the mid-term review of the White Paper on sustainable transport. The report analysed the economic, social, and environmental impacts of the White Paper measures and evaluated the impact of EU enlargement on the European transport system.
The European Commission's White Paper ("European transport policy for 2010: time to decide", 12 September 2001) aims to promote sustainable transport. The White Paper aims to decouple transport growth from the economy in three ways: changing the modal split in the long term (choice of transport modes), improving infrastructure bottlenecks, and bringing forward safety and transport quality. To this end, the White Paper proposes several measures in 12 policy areas. At the outset, a mid-term review of the implementation of the measures and the impact on the objectives was planned for 2005/2006. The mid-term evaluation should consider which measures require adjustment.
The ASSESS report provides scientific support to the Commission for the mid-term evaluation. As project leader of ASSESS, TML analysed the economic, social, and environmental impacts of all White Paper measures. ASSESS also provides a detailed overview of the effects of EU enlargement on the European transport system. The analysis in ASSESS focused on four White Paper scenarios for 2010 and 2020, taking into account the latest global developments (GDP, international trade, migration, oil prices).
