TML is responsible for the evaluation framework within the Horizon Europe project GEMINI, which is developing sustainable mobility solutions in eight European cities. In doing so, TML evaluates the impact of new mobility services, defines performance indicators, and works with the cities to formulate policy recommendations for the accelerated adoption of these services.



The Greening European Mobility through cascading innovation INItiatives and freeing up space for liveable cities (GEMINI) project is an Innovation Action funded by the Horizon Europe Framework Programme. It designs and implements new and shared mobility solutions in eight mission cities. Those cities are the GEMINI Mobility Living Labs (MLLs): Amsterdam, Copenhagen, Helsinki, Ljubljana, Munich, Paris, Porto, and Turin. Examples of such new and shared mobility services (NMS) are car sharing, bike sharing, car pooling, ride hailing, etc.

The aim of this project is to accelerate progress towards climate neutrality by strengthening a modal shift through demonstration and application of NMS, active transport modes, micromobility and their integration with public transport in the new generation of mobility as Mobility as a Service (MaaS) services. We will pay specific attention to developing sustainable business models for NMS and integrating social and behavioural strategies for NMS adoption.

TML is responsible for evaluations in the project. We will create a GEMINI evaluation framework, building on the framework outlined in previous CIVITAS 2020 projects and the impact evaluation framework. As such, we will pay close attention to the evaluation of NMS and business model scenarios based on collaborative platforms or public-private partnerships (PPPs).
In addition, in close cooperation with the MLLs, we will define impact and performance indicators to assess the impact of implemented mobility solutions in each MLL. These indicators will be collected before implementation to quantify the impact of NMS solutions. The results will be reinforced with a detailed study of the implementation and operational process in each MLL, identifying the barriers and drivers of the NMS implementation process and the collaborative platforms, PPPs, or other business partnerships.

Finally, TML will prepare policy recommendations - at local, national, and European level - for the accelerated roll-out of NMS. For this purpose, current sustainable urban mobility plans or other equivalent strategies of GEMINI cities and regions will be reviewed, and a series of co-creation workshops will be organised to exchange ideas on effective measures and avoidable practices. These policy recommendations will help cities across Europe better understand the policy and regulatory conditions under which NMS can flourish.
