Impact of Mobility Package I on European road freight transport

TML analysed the legislative procedure of the Mobility Package I, aimed at environmentally friendly and connected mobility, commissioned by the Lithuanian and Romanian transport federations. The study revealed some shortcomings in the Commission's impact analyses.


For this study, TML analysed the ongoing legislative process on Mobility Package I, a set of measures geared towards environmentally friendly, competitive, and connected mobility. We conducted this study on behalf of LINAVA, the Lithuanian hauliers' federation, and UNTRR, its Romanian counterpart. The study aimed to analyse the supporting documents for the policy proposals, with a specific focus on the potential impacts of the measures on peripheral member states. At present, trilogue negotiations are taking place between the Commission, Parliament, and Council, but many of these proposals - and in particular those of Parliament and Council - are insufficiently supported by the Commission's impact analyses.


Within peripheral member states, the proportion of the population employed in road freight transport is significantly higher than average. This makes these states particularly sensitive to the impacts of this legislation - positive or negative.

The policy proposals considered in this study are:
  • Mandatory return to home base of the vehicle and its driver every four weeks.
  • A periodic weekly rest ban in the vehicles.
  • Application of new rules on the posting of drivers in international transport.
  • Restrictions on cabotage.
  • Issues with third countries.

For most issues of these policy proposals, we found that the Commission's impact analyses do not capture all possible aspects of impact, such as environmental aspects. In addition, the Parliament and Council proposals differ so much from the options studied in the Commission's impact analysis that their effects cannot be properly analysed without additional research. Especially regarding the effects on road freight transport in peripheral countries, where a significantly higher share of the labour force is active in the sector, more insight is needed to arrive at more balanced policy measures.
