TML developed a new TREMOVE baseline scenario to support the impact assessment of the new Transport White Paper. This project included the harmonisation of policy measures, the development of a methodology for transport forecasts, and the (re)calibration of TREMOVE to ensure consistency with relevant statistics and models.
The European Commission is developing a new Transport White Paper. To assess its impact, the TREMOVE model is a very important support tool. The starting point of this modelling exercise was a common baseline scenario, including reference points (e.g., correct statistics for past years), expected socio-economic developments, and relevant transport policies.
In this project, TML developed a new TREMOVE baseline scenario for JRC-IPTS, which used the model for the impact assessment of White Paper policies.
The project included three main tasks:
The new TREMOVE baseline scenario was delivered to JRC-IPTS.

- The introduction/harmonisation of policy measures in TREMOVE (e.g., the biofuel directive, EURO VI emission standards) to be consistent with the latest legislation and the PRIMES model.
- The development of a methodology for introducing PRIMES transport forecasts into the TREMOVE demand module.
- The (re)calibration of TREMOVE to be consistent with statistics and the PRIMES model, especially for energy use and CO₂ emissions.
The new TREMOVE baseline scenario was delivered to JRC-IPTS.
