Providing Flemish regulations and policy proposals with correct plan environmental impact assessments requires an appropriate strategic methodology. TML supported Antea in developing a roadmap for a focused and efficient EIA.



In the future, a wide range of Flemish regulations and policy proposals may become subject to plan environmental impact reports. There is therefore a need to devise an appropriate environmental impact assessment methodology at a more strategic level that can be applied to specific types of plans or programmes.

The result of this study was a well-organised roadmap for drawing up a targeted and efficient EIA with added value in terms of content for strategic-level plans.

Initially, we provided the selection and analysis of a number of EIAs which used an interesting strategic environmental impact assessment methodology. In addition, we conducted a literature review where we considered several relevant articles/documents. Therein, we provided information on strategic environmental impact assessment methodologies. Based on that obtained information and our own expertise, we made an inventory of possible strategic environmental assessment methodologies. Finally, together with our research partner we drew up a roadmap in which we indicated, among other things, how to determine which strategic environmental assessment methodologies can be used for concrete plans.

TML supported Antea in benchmarking existing EIAs, analysing methodologies, and drafting the roadmap. In doing so, we used our mobility expertise and experience in environmental impact assessment to the maximum.
