TML is conducting a social cost-benefit analysis for the infrastructural development of the E17 between Temse and Kruibeke. In doing so, it weighs various alternatives against each other to achieve better traffic flow on the E17.


Today, several problems occur with traffic flow on the E17. The limited passage in the Kennedy Tunnel creates traffic jams that spill back onto the E17, compromising the flow to the E34 and the Liefkenshoek Tunnel via Antwerp West. This is exacerbated during emergencies, resulting in increasing congestion and causing spillover onto the underlying road network. In very serious emergencies, the underlying road network in the Waasland region acts as a switch between E17 and E34.

In this study, we investigate to what extent an infrastructural modification on the E17 can solve these problems. The result is a SCBA in which we examine to what extent the benefits of an infrastructural adaptation outweigh the costs.

We start the study with a case study, in which we carry out a comprehensive context analysis. We also propose several alternatives as solutions to the problem. From this list, we eventually select the most promising alternatives, which we then include in the SCBA.
In the second part of the study, we conduct a social cost-benefit analysis (SCBA) with the main aim of examining the current (social) added value of these alternatives, taking into account the wider context.

TML deploys its expertise to make an objective analysis of the situation using a cost-benefit analysis. Here, we not only consider the direct benefits of the alternatives, such as time gains for car traffic, but also map the external effects, such as (environmental) nuisance in the surrounding area, together with the costs of implementing the project. In this way, we consider all aspects and weigh them against each other.

Depending on the results of the SCBA, there will possibly be further work towards an environmental impact assessment study and a GRUP. At the moment, however, it is too early to decide whether this will be the case.
