Improved Monitoring of Traffic Signal Controls

The Flemish government developed a tool to monitor the traffic operation of traffic light regulations with Key Performance Indicators (KPIs). TML helped draw up a framework for identifying and measuring KPIs and created a roadmap for applying the system to all 1,600 traffic light regulations in Flanders.


The Flemish government wishes to create an instrument to monitor the traffic light operation in a reliable, objective, and transparent way. The quality of traffic light regulations therefore needs to be monitored with Key Performance Indicators (KPIs). It is important that the metrics for calculating the KPIs are collected in a cost- and time-efficient way.


TML, supported by Arcadis Belgium, Imtech and Flow, worked out a framework for such an instrument in this research project.

Specifically, we offered an answer to the following questions:
  • Which KPIs are most suitable to indicate whether a traffic light is in need of traffic maintenance?
  • How can these KPIs be concretely filled in and measured?
  • How should these KPIs be combined to arrive at a priority list of traffic light systems in need of traffic light maintenance?

In this project, TML worked out the specific interpretation of the KPIs and drew up a roadmap to apply the elaborated monitoring and evaluation system to all 1,600 traffic light regulations in Flanders.
