The lack of harmonised traffic statistics at European level makes it difficult to accurately assess mobility situations and trends. TML developed a mobility data collection guide and supported Member States in revising national statistics, based on existing European research and practical examples.


It is very difficult to estimate the current mobility situation and recognise evolutions at the European level because there are no unified (road) traffic statistics for persons available within the European statistical system. Despite the fact that such information is often available at national level and it is collected (on a voluntary basis) at European level, there is no European legislation regulating this data collection. No generally accepted methodology is used and definitions often differ. This does not improve the reliability and comparability of the collected data.


In this project, a mobility data collection manual has been created that allows for increased reliability and comparability of the collected data. This manual was drawn up on the basis of existing (European) research, such as the OPTIMISM and COST-SHANTI projects, but also on the basis of existing practices in European member states. TML also updated existing methodological overviews related to existing mobility surveys and prepared sample statistics based on data from those existing surveys.

In addition, we provided technical support to Member States planning a revision of national mobility statistics collection.
