TML carried out a quick-scan social cost-benefit analysis to evaluate the access possibilities from Sint-Truiden to the E40, examining two alternatives: the de-duplication of the N3 and the regional planting route.


We examined the spatial-economic orientation of Sint-Truiden at the macro level. Several scenarios were considered. Should the southern access of Sint-Truiden to the E40 be optimised and what is its economic importance? The orientation of Sint-Truiden can be either south-west (towards Brussels), south (alternative to the access towards Brussels and Liège), or south-eastern (Liège) oriented.


Transport & Mobility Leuven was responsible for the quick-scan social cost-benefit analysis (SCBA) of the access possibilities from Sint-Truiden to the E40.The SCBA included the social welfare effects of two project alternatives, namely the complete de-duplication of the N3 and the regional road from Sint-Truiden to the E40 via Landen. The following aspects were considered in a simplified manner: effects on travel time, landscape/nature, air pollution, noise, and on investment and maintenance costs.

Both projects result in a negative benefit, with de-duplication of the N3 appearing to be a better alternative than the N80. This is the case because the de-duplication of the N3 succeeds in attracting through traffic while the regional alignment does not. The main costs are investment costs and noise costs. The difference in maintenance costs also appears to be very important. For both projects, there is a benefit in terms of travel time and the regional alignment also leads to an improvement in air quality.
