TML conducted a study for the Flemish government, LNE department, on the optimal design of a CO₂ emissions trading scheme (ETS).
The study consisted of five steps:
The aim of the study was to advise the Flemish government on the optimal design parameters and recycling options so that they (i) meet the environmental standard and (ii) stabilise or strengthen the position of Belgian ports in Europe.

- Taking an inventory of all ships calling at Belgian ports.
- Designing parameters for an EU ETS.
- Listing options for revenues from recycling.
- Providing a strategic vision for EU negotiations.
- Administrative follow-up.
