To reduce greenhouse gas emissions from Vietnam's transport sector, the government has set targeted targets and measures. TML, in cooperation with Vietnamese consultants, developed a monitoring system to map the evolution of these emissions, defining relevant parameters such as fuel consumption and kilometres driven per transport mode and examining the relationships between them.
To reduce greenhouse gas emissions from Vietnam's transport sector, several targets were set by the government. These targets have since been translated into targeted measures. Accordingly, TML, in collaboration with Vietnamese consultants, developed a monitoring system to map the evolution of these emissions. To this end, TML first determined which parameters are relevant to determine emissions, such as fuel consumption, the number of kilometres driven per transport mode, and the carbon content of the fuels used. Then we looked at the relationship between these indicators.
The result of this project is an emissions monitoring system that can estimate emissions from road transport in Vietnam. Using this monitoring system, we can make a statement about the contribution of the various indicators to the evolution of emission rates.

- Coordination of the project.
- Delineation, design, and general methods of the data monitoring system and monitoring of the reporting and verification system. Which indicators do we use? How do we measure them? How do they fit together?
- Monitoring the overall processes by consulting stakeholders, such as local authorities and transport mode constructors. What do they think of the processes used?
- Workshops related to the methods used in the monitoring system.
- Development of clear documentation of the developed calculation methods, so that the methods can be implemented smoothly by Vietnamese IT staff.
- Audit of data collection guidelines for local governments prepared by Vietnamese consultants. Are the guidelines clear, complete, etc.?
For this project, TML relied on its specific expertise in emissions modelling.
