In the Brussels Capital Region's Regional Mobility Plan Good Move, the reorganisation of Brussels neighbourhoods into car-free zones is a key action line. TML developed a note with principles for effective circulation plans and examples of domestic and foreign best practices to support Brussels municipalities and other actors involved in creating liveable car-free neighbourhoods.


In the Brussels Capital Region's new Regional Mobility Plan Good Move, the reorganisation of Brussels neighbourhoods into car-free zones constitutes a major line of action. To this end, the Good Move plan divides the Brussels region into 63 sub-areas. For each sub-area or ‘mesh’, the Brussels municipalities must draw up a circulation plan in which they change the driving directions so that at least through traffic is discouraged from driving through the neighbourhood and must drive via the neighbouring ‘mesh’ roads.

Bral, the Brussels city movement that works for an environmentally friendly, affordable, and inclusive city, while supporting residents' initiatives, mobilising citizens, and activating them in dialogue with the government and other city actors, wants to support this process and see it more broadly.

To this end, TML developed a note explaining what can be achieved with good circulation plans. In it, we synthesised available knowledge with strong elements of good domestic and foreign examples. In the note, we thus indicated the important principles for organising liveable car-free neighbourhoods. In doing so, we also paid great attention to spatial planning. The report serves as support and inspiration for the Brussels municipalities and all actors involved.
