Low Emission Zones in Brussels

TML analysed the impact of low emission zones in Brussels on traffic flows, vehicle fleet, emissions, air quality, and socio-economic effects. The team calculated the effects of different scenarios and examined the feasibility and costs of low emission zones based on European examples.


In this study, we investigated the potential effects of establishing low emission zones in the Brussels Capital Region. A literature review considered five European cities that have introduced low emission zones. On this basis, the relevance and feasibility for low emission zones in the Brussels Capital Region was evaluated.


In different scenarios, the effects of low emission zones were calculated in terms of traffic redistribution, composition of the local fleet, traffic emissions, and air quality. Projections were made towards 2015 and 2020. Socio-economic effects were also identified. We studied the costs and possible obstacles associated with the introduction of low emission zones and proposed several flanking measures that could enhance the effectiveness of low emission zones.
