TML coordinated a study on the economic position of estuary shipping between the Scheldt and Zeebrugge, examining market developments and possible support measures. This market study, supported by stakeholder input, provides the client with the basis for deciding on the future of this mode of transport.


Estuary navigation is the navigation of reinforced inland vessels over a small stretch of open sea along the coastline, between the mouth of the Scheldt and the port of Zeebrugge. This particular mode of transport is the solution for the so-called “wet access” of the port of Zeebrugge. With this study, we examine the economic position of this mode, in particular the historical and expected market development, and the need and modalities of a possible support measure to perpetuate estuary shipping in the transport market.


For the market research, statistics were collected from estuary shipping stakeholders. Various possible support measures were then worked out and evaluated in consultation with those stakeholders.

The results are confidential.

TML coordinated the study and led the market study. We supported the quantitative evaluation of several future options for new measures.

Based on the final report, the client can decide whether and in what sense estuary navigation can be further perpetuated.
