SCALE-UP is an EU-funded innovation action aimed at accelerating green and inclusive mobility in cities such as Madrid, Antwerp, and Turku. TML is developing an evaluation framework to monitor and evaluate the efficiency of multimodal mobility measures to promote the results of SCALE-UP to more than 140 European cities.


SCALE-UP is testing and validating its innovation concepts with strong vertical and horizontal integration in three European urban hubs (Madrid, Antwerp, and Turku). It is also exploring the possibilities to better connect and climate-proof them while further developing safe and accessible multimodal transport systems. The link with the EU's Trans-European Transport Network (TEN-T) is a key focus. An intensive cooperation of 23 partners in the three urban nodes implementing 28 specific SCALE-UP mobility strategies provides the basis for efficient and effective scaling-up of the approaches in the SCALE-UP cities and in other EU cities.

With evidence-based monitoring and evaluation, we will substantiate the efficiency and effectiveness of the multimodal or smart mobility measures and explain why the implementation was or was not successful. For inputs to the introduction and exchange during and after the SCALE-UP project, we rely on the development and validation of integration strategies, expertise and capacity building, and in-depth impact and process evaluation in relation to the policy context of urban nodes.

TML is responsible for evaluation efforts under SCALE-UP. For this purpose, we are developing a new SCALE-UP impact and process evaluation framework with a layered evaluation approach, consisting of
  • a city and functional urban area (FSG) change evaluation with a focus on the context for innovative change,
  • an in-depth bespoke evaluation combining impact and process evaluation, and
  • an innovative understanding of progress in vertical (city, FSG, and TEN-T) and horizontal (infra-layer, digital layer, and human layer) integration.

TML will coordinate the development and implementation of feasible and efficient evaluation plans in the three SCALE-UP cities. We will also draw clear and integrated conclusions as a basis for strong guidance and inspiring examples to promote the activities, results, and opportunities of the SCALE-UP project to more than 140 major European cities.
