BBL asked TML for a second opinion on the impact of different scenarios for the uptake of zero-emission vehicles on transport emissions under the Effort Sharing Regulation. TML conducted an ad hoc analysis to check the carbon trend and verify the assumptions of BBL's study.

As part of an analysis of different scenarios of a zero-emission vehicle (ZEV) uptake, BBL had the impact on transport emissions calculated, under the Effort Sharing Regulation (ESR). There was some doubt about the accuracy of the simulations, so BBL requested a second opinion from TML, specifically to check the expected CO2 trend in the different scenarios. To this end, the impact on emissions from the Belgian transport sector was investigated if the zero-emission company cars did or did not enter the Belgian private fleet after depreciation.

TML did a small ad hoc analysis and verified the assumptions of this study.
