The Flemish government stated that regional mobility plans (RMPs) should undergo an environmental impact assessment. TML worked with Arcadis on the strategic environmental impact report (EIR) for the transport region of Leuven, with TML responsible for the mobility aspect and interpretation of traffic models to refine the RMP and its action plan.


On 20 November 2020, the Flemish government approved a decree that lays down the detailed rules for the procedure and content of regional mobility plans. These RMPs must be subject to an environmental impact assessment during drafting. Together with Arcadis, TML drafted the strategic environmental impact assessment (EIA) for the regional mobility plan (RMP) for the transport region of Leuven. The environmental assessment went through several stages, following the staged course of the RMP itself.


The result of this project is an approved strategic EIA. Based on the information from this impact assessment, the RMP could still be adjusted during the design phase. Also, during the drafting of the action plan, this information was able to contribute at the decision and justification stage.

The first step of the environmental assessment was a quick scan of alternative scenarios. In a second stage, the actual regional mobility plan (strategic vision + action plan) was subjected to a more detailed environmental impact assessment. As the RMP became more concrete, insights on what needed to be studied in the EIA also evolved.

TML elaborated the Mobility aspect in this EIR and provided support in interpreting the results from the traffic models.
