TML and TNO conducted a welfare analysis for the cost-benefit analysis of a new sea lock in Terneuzen to ensure maritime access to the Ghent port area. This analysis, based on the TRANS-TOOLS model, focused on transport effects and the impact on employment and economic activity in various scenarios.


To safeguard the maritime access of, among others, the Ghent port area, the project group KGT2008 (a Dutch-Flemish group in charge of awarding research assignments related to the Ghent-Terneuzen Canal) is considering the construction of a new sea lock in Terneuzen to replace the outdated and overburdened lock. To aid this decision, a major
social cost-benefit analysis (SCBA) was prepared. TML, in cooperation with TNO, examined the transport impact sub-aspect, using the TRANS-TOOLS model developed by TNO for freight transport in Europe.

As part of this global cost-benefit study for a new lock in Terneuzen, TML, in collaboration with TNO, carried out the welfare analysis. A welfare analysis involves determining the effects on employment and the change in economic activity, detailed by sector, in different scenarios. The method used was an input-output analysis.
