From 2007 to 2008
COBALT studied the internalisation of external costs. The project looked at specific transport corridors, possible modal shifts, and the effects of different internalisation scenarios for the transport sector.
Two ERTMS corridors were chosen for the case study. Marginal and average external costs of the relevant transport modes were then estimated for the two corridors and the countries concerned. Next, TML listed possible policy tools for internalisation and defined two policy scenarios. We calculated their impact in a SCBA using the TRANS-TOOLS and TREMOVE models. Based on the data collected for COBALT, the input data for rail were updated to the year 2005.
