Potential of EV in the Government Fleet

TML investigated the possibility of replacing the current fleet of conventional vehicles within the Flemish government with electric vehicles and plug-in hybrid electric vehicles. The study developed a method and tool for fleet managers to identify suitable vehicles.


Electric vehicles (EVs) and plug-in electric vehicles (PHEVs) have undeniable environmental benefits, especially if the electricity by which they are powered is generated in an environmentally friendly way. However, there are still important differences compared to conventional vehicles (such as price, range...), which results in limited market share.


Niche fleets can be an interesting market for (PH) EVs and serve as a springboard for their wider introduction. Niche fleets - such as those of several Flemish public services - are characterised by a specific use of the vehicles on the one hand and the possibility of charging the vehicles centrally on the other. As a result, there is less or no need for a geographically dispersed network of charging points.

In this project, Transport & Mobility Leuven, together with Prospex, investigated to what extent the current fleet of conventional cars of some pilot entities within the Flemish Government can be replaced by (PH)EVs.

The study identified which individual vehicles are most appropriate for replacement by an electric alternative. We found that around 20% of the fleet is eligible for replacement by an electric vehicle on, condition that
  • the limited range and long charging time of the electric alternative are not a problem, and
  • the lifetime economic cost of the electric alternatives is about the same as a conventional car.

We then developed a method for evaluating fleets with the aim of introducing electric vehicles. Fleet managers, public or private, can use this method to screen their fleet of conventional cars. This allows them to identify the vehicles most suitable for replacement with an electric vehicle. We supported the developed method with a quantitative tool.
