From 2022 to 2024

In July 2023, TML developed a methodology for the Battery Electric Vehicle (BEV) Barometer for the Bond Beter Leefmilieu. This barometer assesses the affordability of electric vehicles, the introduction of BEVs, and the readiness of the charging infrastructure, complemented by an overview of the relevant policy framework. TML is currently updating the BEV Barometer with recent data.



In the actualisation of the Flemish Energy and Climate Plan 2021-2030, published in May 2023, the Flemish government included the objective to phase out the sales of new passenger cars and vans with an internal combustion engine from 1 January 2029 onwards.

In July 2023, TML presented a methodology for a BEV (Battery Electric Vehicle) Barometer for Bond Beter Leefmilieu, which can be used to investigate whether and to what extent the necessary conditions are in place to realise this ambition and where further action is needed to achieve the goal.

The BEV Barometer takes into account the following dimensions:
  • The affordability of electric cars for households
  • The BEV uptake
  • The charging infrastructure readiness

We complemented the Barometer with an overview of the policy framework at EU, Belgian federal, and Flemish level. TML also researched how sustainable the electricity consumed by electric cars is and whether the electricity distribution system is ready to achieve these goals. All conclusions can be found in the report (see “Downloads”).

In July 2023 this methodology was applied to the year 2022-2023. TML has since been tasked to update the BEV Barometer, based on recent data and using the same methodology.
