TML is supporting DG GROW with a Multiple Framework Contract providing external expertise on car safety to the European Commission. This contract facilitates the procurement of studies and services that contribute to road safety measures, with the aim of reducing road deaths close to zero by 2050.
The purpose of this Multiple Framework Contract with reopening of competition is to provide DG GROW with an external pool of expertise that can be called upon when needed. The framework contract facilitates the procurement of full or partial studies and other services to support the European Commission's regulatory work on automotive safety. This includes not only proposals for new legislation and executive and delegated regulations, but also the revision of existing legislation. The contract covers all vehicle categories covered by EU type-approval legislation, such as cars, trucks, motorbikes, tractors, and so on. In particular, it helps implement Regulation 2144/2019.
Context
The EU aims to reduce road deaths to virtually zero by 2050. Within this road safety vision, the EU adopted a Road Safety Policy Framework 2021 - 2030. The 2019 revision of the General Safety Regulation foresees a package of vehicle safety systems to greatly enhance the safety of vehicle occupants and vulnerable road users. One of the main methodological tools in this framework is impact assessment, which collects and analyses evidence to support policy making.
