Energy use and emission reductions in Brussels

TML developed a transparent transport model for the Brussels environment administration to simulate the effects of different emission and energy control measures, taking into account all major pollutants and costs. The model is designed for ease of use and can perform impact analyses for both technological and price measures.


The Brussels Capital Region, like many other major city-regions and cities, faces important challenges in terms of emissions and energy control. In order to know the effects of various measures to reduce emissions and energy consumption, the Brussels environment administration asked TML and 3E to create a transparent model. TML constructed a transport model, 3E made a model for the other sectors.


The user-friendliness and transparency of the model was very important, as the administration itself will use the model to carry out simulations.

The transport model considers all major pollutants and greenhouse gases, as well as all transport costs, time costs and taxes included. The model can simulate both technological measures and all types of price measures. It calculates impacts on transport volumes, modal distribution, and emissions.

For example, the model can simulate the effects of road pricing, faster public transport, cheaper public transport, accelerated fleet renewal ...

The model is based on the European emission transport model TREMOVE and can be used in other cities with some modifications.
