Flemish road pricing for freight transport

This study investigates how freight transport in Flanders can be made more sustainable through adjustments to the kilometre charge, focusing on emission-free freight transport, CO2 differentiation, and the introduction of a kilometre charge for vans. TML applies various methods of analysis, including desk research and the TREMOVE model, to evaluate the legal, technical, financial, and fiscal implications of these measures.


The following three research questions will be addressed, based on the Flemish Government's vision note Additional climate measures dated 5 November 2021:
 
  1. The possibilities of encouraging emission-free freight transport by introducing a favourable tax regime within the kilometre charge.
  2. The possibilities of introducing a CO differentiation in the kilometre charge.
  3. An exploratory legal and technical study of a kilometre charge for vans.

The aim of this study is to analyse the possible effects of the three measures mentioned above. In doing so, we will look at the legal, technical, financial, and fiscal implications and concerns. TML will apply several methods for the analysis, including desk research, empirical analysis, and modelling.

For the impact on transport demand, modal choice, road type choice, and emissions, we will use the TREMOVE model, which was also deployed in the recent light vehicle road charging project.
