Rebelgroup Advisory, COWI, and TML evaluated the impact of the 2004 EU enlargement on the transport sector by analysing its strengths and weaknesses. The consortium conducted a detailed assessment of the legal and operational implications for the new member states.


This study evaluated the impact of the 2004 EU enlargement on the European transport sector. A consortium including Rebelgroup Advisory (RGA), Transport & Mobility Leuven (TML), and COWI analysed the strengths and weaknesses of this enlargement and came to the following conclusions:
  • The European enlargement delivered positive results, such as a huge increase in trade and transport flows, a legal framework for the new member states in line with EU legislation, a dynamic road transport sector, safer Cypriot and Maltese maritime fleets ...
  • The European enlargement showed several weaknesses, such as too much emphasis on transposition of legislation without taking into account institutional and organisational structures, a lack of development of national transport strategies, the continued highly vulnerable position of the rail transport sector ...
  • From the process of European enlargement, the EU can learn a few lessons, such as putting less emphasis on the recasting of legislation and more on its application, allowing transition periods for the new EU candidates, providing more support to further develop national transport strategies ...
