TML studied the environmental and social costs and benefits of a low-emission zone in the port of Antwerp, with analyses of the effects on traffic, emissions, and air quality. In addition, TML drew up a roadmap for implementation and conducted a social cost-benefit analysis to assess the feasibility of the LEZ.


This project investigated the environmental and social costs and benefits of introducing a low-emission zone (LEZ) in the Antwerp port area. To this end, the effects of an LEZ on the composition of traffic and its emissions in the port area were analysed. The effects on air quality and population exposure to air pollution were then studied. In addition, an estimate of the costs to the Port Authority of a possible introduction of an LEZ in case of control and enforcement by the Port Authority itself was made and a roadmap was drawn up. Finally, based on the elements from the previous analyses, a
social cost-benefit analysis (SCBA) of the introduction of an LEZ in the Antwerp port area was drawn up.
