TML examined the extent to which light trucks under 3.5 tonnes are used to circumvent regulations for heavier trucks and collected data on their prevalence, economic benefits, and relevant legislation in the EU. The findings served as a basis for the European Commission to consider whether new European legislation is needed for these vehicles.


One of the aims of this study was to find out to what extent light trucks with a maximum authorised mass below 3.5 tonnes are used to circumvent existing regulations for trucks with a maximum authorised mass above 3.5 tonnes. Based on several criteria, the European Commission (DG TREN) was informed of the need for European legislation for these vehicles.


TML's expertise was used to gather information regarding several relevant aspects: (i) current prevalence of such light trucks, (ii) any existing economic advantages or disadvantages compared to other trucks, and (iii) existing legislation in the different European Union Member States that should be investigated. While a financial advantage may exist for these light trucks, at the same time they are less suitable from the point of view of road safety or fuel consumption per unit transported.
