TML analysed the impact of low-emission zones in Brussels on traffic flows, vehicle fleet, emissions, air quality, and socio-economic effects. The team calculated the effects of different scenarios and examined the feasibility and costs of low-emission zones based on European examples.


In this study, we investigated the potential effects of establishing low-emission zones in the Brussels Capital Region. A literature review considered five European cities that have introduced low-emission zones. On this basis, the relevance and feasibility for low-emission zones in the Brussels Capital Region was evaluated.


In different scenarios, the effects of low-emission zones were calculated in terms of traffic redistribution, composition of the local fleet, traffic emissions, and air quality. Projections were made towards 2015 and 2020. Socio-economic effects were also identified. We studied the costs and possible obstacles associated with the introduction of low-emission zones and proposed several flanking measures that could enhance the effectiveness of low-emission zones.
