TML conducted a social cost-benefit analysis for the electrification of railway line 11 in the port of Antwerp, in support of a European grant application. The analysis showed that the project provides significant socio-economic benefits, including time savings for freight transport, increased train punctuality, and reduced emissions due to the switch from diesel to electric locomotives.
As part of (i) increasing rail freight capacity and (ii) greening transport around the port of Antwerp, Infrabel plans to double the capacity of railroad line 11. The entire route will also eventually be electrified. Part of the route passes through the terminals of BASF and Combinant, where it is not currently electrified. The trains are thus pulled to their terminals by a diesel locomotive. This is coupled in Antwerp-North, which is time-consuming and causes additional locomotive trips.
Since the project is eligible for European funds under the CEF Transport Program, an application was needed. As part of this application, we had to prepare a social cost-benefit analysis (SCBA). This analysis assessed whether the project has socioeconomic added value for society. We conducted the SCBA in accordance with the guidelines of CINEA (European Climate Infrastructure and Environment Executive Agency).

In this regard, the economic value of the project's benefits consequently far exceeds the cost of this project.
