Memorandum advising truck levy tariff structure and memorandum on tariff erosion

Commissioned by the Ministry of Infrastructure and Water Management, TML checked whether proposed tariff structures for the Dutch truck charge comply with the revised Eurovignette Directive. We also took a critical look at tariff erosion and possible solutions to this problem.


In the Netherlands, the Truck Charge Act had to be amended to implement a revised European directive (Eurovignette Directive). This directive says rates should be based on the vehicle's CO₂ emission class. In this context, TML conducted an impact study on possible tariffs and their effects on the composition of the fleet and emissions of CO₂, nitrogen (NOx) and particulates. In the Note on tariff structure, TML conducted a legal review of the tariff structures examined in that report. We found that the proposed tariff structure complies with the Eurovignette Directive. In the memorandum Recommendations on road pricing, TML made recommendations on the sustainability of the pricing structure in the future. This showed that another option was slightly more future-proof and that tariff erosion is a real but difficult danger to solve.
