Supporting the Development of the White Paper on Spatial Planning Policy in Flanders

TML contributed to the development of the White Paper Space Policy Plan ‘Flanders in 2050’ by conducting policy preparatory research and providing implementation support.


On 4 May 2012, the Flemish government approved the Green Paper on Spatial Policy Plan "Flanders in 2050: Human Scale in a metropolis?". The Green Paper proposes a new spatial vision for Flanders and is the starting point towards the White Paper. This study provided support for the elaboration of this White Paper, carrying out policy preparatory research work and providing policy implementation support.


TML supported the team on the key issue "Connecting Flanders to the world", which will allow Flanders to make some sharp choices that realise its desired position as a metropolis. To this end, we started from existing traffic models, data sources, literature, databases ... to determine the current infrastructure situation. Via desktop research, we ensured that the research questions were scientifically substantiated. The spatial translation to Flanders was done via design research. Central to the project were the improvement of existing bottlenecks, the optimal approach to future traffic demand, and the (new) modes of transport to be used to achieve this approach.
