TML is working on updating the shipping dues for Flemish inland navigation to better align them with policy goals and stimulate sustainable growth. This includes a thorough analysis of the current rights, the development of a new charging methodology, and a stakeholder engagement plan to create support.


Flemish inland navigation is an indispensable link in Flanders' transport network. With an extensive network of rivers, canals, and waterways, it offers a smart and environmentally friendly way to transport goods. This not only stimulates sustainable economic growth, but also reduces congestion on the roads. Inland navigation also smoothly connects Flanders with nearby foreign countries.

Several shipping dues are currently collected on Flemish inland waterways, but they are outdated and in need of updating. The aim of the update is to revise the shipping dues in such a way that they are more in line with policy goals. The first step is to clearly formulate these objectives. After a thorough preliminary study of the current shipping rights and their wider context, we will develop a methodology for the new pricing and draw up a legal and operational roadmap for implementation.

During this process, it is very important to create support and actively involve stakeholders. They want to have their voices heard early in the process and often do so in a constructive and proactive way. Therefore, a thoughtful stakeholder analysis is an essential part of this study.
