To develop the traffic management system for Albania, TML studied the needs of the various parties and the financial feasibility. TML worked out a detailed system architecture and organisational model, including an estimate of all costs to be incurred.


Albania is further preparing to join the EU. One aspect of this is the integration of their road infrastructure into the Trans-European Network for Transport (TEN-T). There are also various European Directives they must comply with, such as directives for intelligent transport systems, open data, etc. In this assignment, we supported the Albanian road authority to better organise itself to roll out a suitable traffic management system.

We first mapped the needs of all the various parties. For this, we organised interviews and workshops with road authorities, ministerial departments, interest groups, etc. We also looked at the various relevant European Directives with which Albania will eventually have to comply and what the best traffic management solutions are at the moment. Then we drew up a system architecture, together with an organisational model in which all relevant parties have their own role(s). Finally, we also provided a detailed estimate of all costs involved in rolling out such a large-scale project and (re)organising the Albanian administrations for it.

TML coordinated the mapping of all needs, European Directives, and best practices in the field of intelligent transport systems. We also led the financial feasibility study. Furthermore, we supported the consortium in defining the system architecture, the organisational model, and an estimate of the final costs.
