Evaluation of federal climate policy

20076

TML worked on evaluating and refining the impact of federal climate measures on transport, including the bicycle fee and energy efficiency of railways, to better capture the reduction of CO2 emissions. The results support European climate reporting and provide insight into the actual contribution of each measure.

In this project, we updated the evaluation of federal climate measures in the field of transport, such as bicycle reimbursement of commuting, measures to reduce the energy consumption of railways, etc. The results are used in official European climate reporting. The impact of these measures ranges from a few to hundreds of kilotons of CO2.

We looked at how to improve the existing 2017 evaluation of climate measures. In the second half of 2021, we provided further support for the evaluation of new climate measures.

The result consists of an estimate of the reduction in CO2 emissions of each federal climate measure in the field of transport. For the different measures, we estimated what the situation would be without the measure and then what part of the result can be attributed to the measure itself. This meant that the effective impact of the measure often became significantly lower than the apparent impact. TML also further refined the calculation of the precise impact of the measures.

We finalised the report in May 2021. Following this, we gave particular support to some of the new federal climate measures of the National Energy and Climate Plan 2021 - 2030.
