The project aimed at preparing a notification dossier and environmental impact report for the construction of the AX, which required the consideration of several alternatives. TML examined traffic flows with a multimodal traffic model, analysing several road connections and alternative routes in the area, as well as the origin-destination matrix for tourist traffic.


The main objective of this project was to prepare a notification dossier and an
environmental impact report for the AX construction plan. No concrete designs were yet available for the realisation of the AX and several alternatives had to be considered.

TML investigated traffic flows on the realised AX and the road network in the surrounding area with a multimodal traffic model, both for normative weekdays and peak tourist days. We also calculated the origin-destination matrix for tourist traffic. This considered the entirety of the new road link, but also three alternative road sections below Westkapelle, two alternative road sections between the N31 and the Boudewijnkanaal, plus different types of junction complexes on the N49 and on the N31.

The project considered the statements made in the target scenario study for the AX and in the Strategic Plan and plan EIR for the Zeebrugge port.
