TML supports the cities of Hasselt and Leuven in implementing a mobility budget by conducting tests that provide insight into its ecological, economic, and social impact as well as the relevant supply of mobility services. This includes drawing up a test and evaluation plan, analysing results, and carrying out social cost-benefit analyses to explore possible upscaling.
In this project, the cities of Hasselt and Leuven want to understand how a municipal budget can be implemented so that residents can use mobility services in the broadest sense of the word.
To understand this implementation, we will organise a test in both cities. The results of these tests mainly provide information about the following subjects:
TML supports the assignment with the development of the tests (drafting a test and evaluation plan with scenarios), the analyses of the results, and the scale-ups and associated social cost-benefit analyses.

- The relevant range of mobility services that must be made available.
- Ways to encourage citizens to use these services and ensure that this budget remains relevant for the citizen.
- The technical and functional conditions (applications, service form, etc.) to realise this project, including an overview of what the cities must offer and what they can receive (e.g., dashboards and usage insights) and what other parties (e.g., applications and services) can offer.
- The legal and organisational conditions for making a mobility budget available.
