North Sea Port intends to apply for support from the European Commission for the upgrading of the rail infrastructure in the Ghent-Terneuzen port area, which requires updating the previously prepared social cost-benefit analysis. TML prepared this update by reviewing the standard methodology and identifying the changes needed.
For the upgrading of the rail infrastructure in the Ghent-Terneuzen port area, North Sea Port intends to apply for support from the European Commission. This required a social cost-benefit analysis (SCBA). The SCBA was already drawn up by TML and Ecorys in 2019 but had to be updated when the dossier is ready. The current study examined on which points an update was necessary and which methodology to follow for this.
We went over the standard methodology for an SCBA and, in consultation with the client, looked at which elements had changed since the first SCBA and needed to be updated. We also indicated how this was done and what efforts were needed. TML wrote this down in a content note and presented it to the steering committee. Comments were then noted, and we adjusted the note where necessary.
When the project is more advanced, both conceptually and in terms of study work, a new SCBA will be prepared, based on the methodology now worked out and the new information.
