Report on opportunities for smart/sustainable mobility in Belgium

TML conducted a sector study on sustainable and smart mobility in Belgium to develop economic opportunities for Dutch business, analysing key challenges such as congestion, sustainability, and accessibility. The study explored several themes, such as cycling policies, intelligent transport systems, and alternative fuels.


As part of developing economic opportunities for Dutch business, Transport & Mobility Leuven conducted a sector study on sustainable/smart mobility in Belgium. Regarding the latter, Belgium faces a range of challenges, including congestion, sustainability, liveability, safety, and accessibility. To solve these policy-wise, one should not only look at sustainable and smart technologies and methods, but also at stimulating behavioural changes and taking budgetary/fiscal measures. Consequently, it is important to set up a smart, sustainable, and affordable mobility system for the urban and rural environment, including similar solutions for the transport and logistics sector in Belgium.


These challenges also play a role in the Netherlands. In addition, the Belgian market is important for Dutch companies and Dutch knowledge and skills are appreciated in Belgium. Examples include knowledge in the field of cycling (infrastructure, policy, safety, etc.), intelligent transport systems, charging systems for electric vehicles, etc.

In this study, we therefore delved deeper into several topics such as
  • the Belgian policy framework (at federal, regional, and local level),
  • cycling policy (considering commuting, bicycle highways, and cargo bikes) with cross-regional aspects,
  • ITS, C-ITS, connected and intelligent vehicles (including autonomous vehicles and platoons),
  • Mobility-as-a-Service (MaaS) and shared mobility (bikes, cars, steps ...),
  • public transport developments (policy and concrete (cross-border) investment plans),
  • road safety,
  • alternative fuels (electric, LNG, hydrogen), and
  • overview of key players in smart/sustainable mobility in Belgium and the Netherlands.
