For the A12 between Wilrijk and Boom, TML prepared a report to evaluate the social impact of new road layouts, including an express tram, taking into account road safety, air quality, and noise pollution. TML conducted a social cost-benefit analysis, quantifying traffic flow and safety improvements with micro-simulations, and delivered it for the permit application in spring 2023.



The A12 between Wilrijk and Boom is currently one of the busiest and most dangerous roads in Flanders. To improve safety and traffic flow, several new road layouts have been designed. When evaluating the social impact of these alternatives, we needed to take into account various disciplines, such as traffic flow and road safety for all road users, air quality, noise pollution, residential quality, etc.

The result was a report in which we quantitatively valued the null alternative and three preferred alternatives. The social cost-benefit analysis (SCBA) was an essential component in the selection of the final preferred alternative and was used to arrive at a permit application.

This SCBA summarised the results of various studies during the design process. TML played an important role in evaluating the traffic flow of the alternative road designs. Based partly on the microsimulations we designed in this context, benefits in journey times were quantified. We also valued the increased road safety based on microsimulations using the Surrogate Safety Assessment Model (SSAM) plug-in. Furthermore, Antea prepared a project EIR (environmental impact report). Based on this, we evaluated external effects such as air quality and noise pollution.

We delivered the SCBA in spring 2023. It was attached to the final designs and the EIA, in order to arrive at an environmental permit.
