TML examined the impact of policy measures for decarbonisation of the company car fleet in several Member States. This focused on the effects on CO2 reduction, as well as the cost and distributional effects of these measures by Member State and income group.



Policies related to the car fleet tend to abstract from important distributional effects of both costs and benefits of the intervention. To understand which population groups bear the costs and benefits of these policy interventions, a good understanding of the used car market is important. This is mainly because if interventions target company cars, these cars always get a second life in the private market.

For this study, we used the MOVEET tool to run simulations. We updated the fleet data in MOVEET based on the most recently available data and developed a derived fleet model with company cars as a separate class. We estimated the distributional effects between income groups with ad hoc calculations.

In addition to the final report with our analysis results, TML created a simple scenario tool to consult the impact of variants of policy measures.

The project is part of Transport & Environment's Electric Fleets Programme, which advocates policy measures that would promote the use of electric cars among companies.
