TML developed a tool to address inconsistencies in transport sector air emission inventories between Flanders, Wallonia, and Brussels by converting regional data into a consistent fleet composition. This project resulted in a methodology for generating historical and future vehicle fleets.
To meet its international obligations, Belgium must draw up air emission inventories for the transport sector. Flanders, Wallonia, and Brussels each make their own inventories to arrive at a consolidated national emissions inventory.
This approach caused inconsistencies between the different regions and, consequently, at national level. After analysis, the temporary group on road transport emissions CCIEP (Coordination Committee for International Environmental Policy) concluded that the inconsistencies were indeed related to the differences in the regional fleet.
The aim of this project was to convert the statistical data into a consistent fleet composition that could be used to improve emissions inventories. TML developed a tool that met the following conditions:

- Development of a consistent methodology to convert the various data sources available into input for the generation of historical and future vehicle fleets.
- Historical regional fleet composition for the years 1990 to 2012.
- Fleet projections in a business-as-usual scenario for the years 2015, 2020, 2025, and 2030.
