Vision on truck parking

There is a shortage of 100,000 truck parking spaces along the trans-European network (TEN-T). TML worked with Tractebel on a vision proposal for truck parking in Flanders, in which they carried out a spatial and traffic analysis and clearly defined the role of different stakeholders.


According to the "Study on Safe and Secure Parking Places for Trucks" report, commissioned by the European Commission in 2019, the shortage of truck parking spaces along the roads of the Trans-European Network (TEN-T) is estimated at 100,000 spaces. Indeed, there are only 300,000 available parking spaces for the 400,000 trucks on the road network. Thus, truck parking is identified as a serious problem within many domains, without an overarching view of the exact size of the parking problem. To address the inadequate number of truck parking spaces, expansion of overall parking capacity is pressing. There are several stakeholders, with truck parking facilities under management and/or ownership, who can play a role in this. Several of these stakeholders have developed their own visions around truck parking. However, these visions are usually strictly focused on the function and desirability of freight transport within their domain and local environment.

In this assignment, we worked on a supported proposal for a vision on truck parking in Flanders, in consultation with the stakeholders, whereby their role is clear. This included the following aspects:
  • A spatial, traffic engineering, and user analysis of current and future truck parking (both quantitative and qualitative).
  • An inventory of different solutions/measures in terms of effectiveness and feasibility (legal, technical, acceptance, financial, and feasibility).
  • The development of some supported scenarios, taking into account - among other things - spatial feasibility, infrastructural and technological solutions, enforcement, and stakeholder support.
  • The drafting of a supported vision in which the roles of the various stakeholders are clear.
  • Translating the vision into a long-term and short-term action plan with a clear assessment of the various measures (to be taken).

TML carried out this assignment together with Tractebel, whereby both parties mapped out the problem together, started the dialogues with the stakeholders, and also used the on-board unit (OBU) data of the kilometre charge for trucks to arrive at quantitatively founded statements.
