From 2013 to 2016
The HIGH-TOOL project developed a strategic transport model for assessing the economic, social, and environmental impacts of transport policies, based on European policy objectives and previous research projects. TML led the work package on user needs and delivered the environmental and safety modules.


In the HIGH-TOOL project, the project team developed a high-quality, free, and transparent strategic transport model. The model is designed to assess economic, social and environmental impacts of transport policies.


The input and output indicators were based on the policy objectives of the 2011 White Paper and the roadmap for the transition to a low-carbon economy in 2050. The European Directives around impact assessments served as an important reference for determining the model's output variables.

The HIGH-TOOL model was mainly based on equations and elasticities developed in previous research projects. The model served as a tool to make preselections of policy options that could then be further evaluated by more detailed models such as TRANS-TOOLS and TREMOVE.

TML was one of the main partners in the consortium and led the work package on user needs. We were responsible for the delivery of the environmental and safety modules.
