TML conducted a mobility impact report for a new-build project on Luikersteenweg in Hasselt. In 2023, the study was updated with additional analyses and a mobility profile and TML delivered a report and presentation to support project developer Vestio's environmental permit application.


For a planned construction project on Luikersteenweg in Hasselt, TML prepared a mobility impact report (MOBER) in 2022, together with an analysis of the bottlenecks and a presentation of mitigating and improving measures. On the site, which currently houses a Cardoen shop, project developer Vestio is planning nine floors with three commercial spaces and 32 flats.

To map the mobility effects, we first made a general analysis of the site's accessibility profile, i.e. how the site is accessible by different modes of transport. Next, we created a mobility profile of the site, which gives an overview of the expected number of users (residents, visitors, employees, etc.) and the distribution of transport modes used. After this, we confronted the accessibility profile with the mobility profile, which gave us insight into the mobility effects.

For this study, TML worked with available measurements in the area, our own counts on the site and guidelines and key figures from the Department of Mobility and Public Works. We proposed mitigation and improvement measures in line with the objective of the transport region Limburg. This objective means that by 2030, 40% of journeys should be made by sustainable modes of transport. Examples of relevant measures include the provision of a larger bicycle parking area for residents and visitors to the trading areas, clear signposting of the entrance and exit of the site to limit conflicts between incoming and outgoing cars and pedestrians and cyclists on Luikersteenweg, etc.

TML updated this mobility study in 2023, examined some changed features, and did additional analyses. The study was developed according to the prescribed methodology for MOBERs. A mobility profile of the new development was prepared, which was reconciled with the accessibility profile of today and the future. We also looked at the impact of this project on other projects nearby, such as the Jessa Hospital extension.

TML provided a report and presentation to support Vestio's communication to the city of Hasselt and as part of their possible application for an environmental permit.
